Proclamations 322 and 323 of 2026 for the implementation of Phase 2 of the AARTO Act, 1998 and the AARTO Amendment Act, 2019 have been published. The Acts will roll out in the municipalities listed in the proclamations on 1 July 2026.
The proclamations provide for the implementation of the original AARTO Act in 60 municipalities across the country. The AARTO Amendment Act will be implemented in 62 municipalities, as the amendments are also introduced in Tshwane and Johannesburg, which are already part of the AARTO system.
No municipalities in the Western Cape are currently included in the list.

Further rollout of AARTO is planned for 2027 and will provide for nationwide implementation, including the Points Demerit System.
The Gazette date is 29 June 2026, and the Gazette numbers are 54917 and 54918. The Gazette is available at www.gpwonline.gov.za under e-Gazettes.

We have not scheduled Road Traffic and Transport Legislation Workshops for 2026 yet as the draft regulations for the NRTA Amendment Act, 2024 have not been finalised. We will schedule workshops once the draft regulations are published and there is sufficient new content to warrant workshops.
